A Quantum "LEAP" for Nova

The Legislation and Law Reform Division of the Attorney-General’s
Chambers (AGC) is the legislative drafting office
of Singapore, and is responsible for the drafting
and vetting of all Singapore legislation.
AGC awarded novaCITYNETS a contract to implement
and commission the Legislation Editing and
Authentic Publishing (LEAP) system on 24 September 2008.
The LEAP system is an initiative proposed under AGC’s
3-year IT Plan to help generate significant efficiency
gains through the effective and efficient management
of the legislation lifecycle from drafting to publishing.
The LEAP system will also bring about the new outcomes
of authentic legislation and multiple delivery channels
for legislation.
The LEAP system, when fully implemented, will be
a platform for knowledge sharing by storing legislation
semantically, while providing an interface for syndication
and pinpoint cross-referencing. Intuitive and efficient
search and retrieval of information will also be extended
under LEAP.
LEAP is the 2nd contract that AGC has awarded to
novaCITYNETS this year. In January 2008, Nova was
awarded a contract to implement an organization-wide
Enterprise Legal Management System (ELMS). The introduction
of LEAP will also see seamless integration with ELMS,
providing an integrated platform for legislation drafting
and approval.
The implementation for the LEAP system is a strategic
collaboration between novaCITYNETS, SAIC Pty Ltd and
xEdge Consultancy Pte Ltd.

xEdge Consultancy is known for their expertise in
XML and single source electronic and print publication.
