domain related processes, such as Physical Planning,
Development Application,
Codes Conformance and Safety Standards Checks, all incorporated
into a one stop access environment. The solution
backend contains
a unified database-mapping feature that allows information to be
built-up over time, which can become a source of
information for
decision supporting task, such as Land-Use, Urban-Planning and
Physical-Planning.

OCTANS™ - Council Management System
consists of the following modules :
- Development Control & Approval Management System
This system is designed to support the processing of development
applications starting from the submission of the application to
the issuance of the final development permission. This system
maintains a broad information base and provides with retrieval
tools, which enable officers to evaluate application by taking
into account information about surrounding properties, land-use
zoning, and planning regulations.
- Building Control & Approval Management System
The Building Control System is designed to assist local government
and authorities responsible for building control processes such
as processing and tracking applications for proposed buildings.
It encompasses domain specific computer-based functions to application
processing including Applications for New Building Erection, Changes
to Existing Building Usage, Temporary Building Applications and
Retaining wall Applications
- Property Valuation System
This System has the flexibility to cater to the dynamic needs
of regulations from the local government or authorities. PVS captures
all the information relevant to the valuation of properties, generates
the valuation list, and computes the assessment for each property,
accordance to the current regulations and guidelines.
- Development Planning System
This is a Domain-Specific Geographical Information System, that
allows handling, capturing, creation and maintenance of both Spatial
and Textual Data, to perform functions such as Master Plan, Urban
Design Guides and Related Planning Documentation.
- Land Management System
This system covers several aspects of Land Management and Administration,
such as Registration of Titles, Subdivision and Amalgamation of
Land, and Registration of Mortgages and Charges.
